YEREVAN, ARMENIA – The effectiveness of urban management is directly dependent on the interaction between local and central authorities, a principle that Armenian Prime Minister Nikol Pashinyan highlighted in a recent statement. Pashinyan underscored that in cities where there is dialogue between the mayor’s office and the government, results are immediately apparent. “There are cities where the mayor is in opposition, but he is not in conflict with the government. And there, the results are evident as soon as you enter the city,” Pashinyan declared.

As a stark example, he cited Gyumri, pointing out the clear difference in the level of development compared to other cities. “But now go to Gyumri; as soon as you pass the city sign, you immediately find yourself amidst ruins,” the Prime Minister stated, painting a grim picture of the country’s second-largest city.

Pashinyan attributed this situation to political conflicts and a lack of interaction between different branches of power. “Such a thing had never happened before, for a city to isolate itself to this extent. Ruben Rubinyan, the Vice Speaker of the National Assembly, who was present during the discussion, further fueled the political intensity. “That is why it is important that on June 7, we get an overwhelming majority there, disperse this disgrace that is today called the Gyumri authorities, hold new elections, and achieve that Gyumri is governed not by criminals, but by normal people,” he asserted, clearly indicating a strong political push for change in the city’s leadership.

The Prime Minister echoed this sentiment, stating, “A revolutionary government has not yet been formed in Gyumri. After June 7, this disgrace must end.” He emphasized that similar disagreements in Yerevan were resolved three to four years ago, but the results only began to be felt recently. “As soon as the dissonance between the city and the government in Yerevan was eliminated, the results immediately became apparent. Over the past six to seven months, we have already felt the extent of the work done,” Pashinyan concluded, suggesting a similar positive outcome could be achieved in Gyumri with a change in governance.
