Yerevan, May 25 – The process related to the Electric Networks of Armenia (ENA) CJSC is almost in its final stage, said Davit Khudatyan, Minister of Territorial Administration and Infrastructures of Armenia, in a conversation with journalists.
ENA to become state property soon
“In a very short time, ENA will become the property of Armenia and its citizens. Next will be ‘Araratcement’. We have not backed down from the decision to ‘liberate’ it, of course, we are not going to go and ‘liberate’ it right at this moment,” Khudatyan stated.
He also noted that the issue related to ENA will be resolved within the framework of the laws of the Republic of Armenia. The Minister emphasized that a large amount of property is already being returned to the government during this period.
Background of ENA Nationalization
It is worth recalling that on July 3, 2025, the Armenian National Assembly adopted the draft law on the nationalization of ENA in the second reading and in its entirety, with 65 votes in favor, 27 against, and 0 abstentions.
Before that, on June 18, 2025, hours before the arrest of businessman Samvel Karapetyan, the owner of ENA, Armenian Prime Minister Nikol Pashinyan announced that the time had come for the Electric Networks of Armenia CJSC to be nationalized (state-owned). Pashinyan also threatened to dismiss ENA employees who did not cooperate with the state. On the same day, Romanos Petrosyan, who was dismissed from the post of head of the State Control Service, was appointed temporary manager of ENA.
Currently, judicial proceedings are ongoing regarding this issue.
Araratcement next on the agenda
In May 2026, Nikol Pashinyan, the leader of the ‘Civil Contract’ party, announced during an election campaign in the Shnogh community of Lori region that very soon, the business backbone of BHK leader Gagik Tsarukyan, the Ararat Cement Plant, would become state property and belong to the Republic of Armenia, and a temporary manager would be appointed.
Tsarukyan later reacted to this statement, noting that if the current government seized the plant, the entire state would be held accountable, as it is private property.

This move is part of a broader initiative by the Armenian government to reclaim what it considers strategically important assets. The nationalization of ENA and the planned action against ‘Araratcement’ signal a significant shift in the country’s economic landscape and state control over key industries.
