Gyumri, January 21 – The Shirak Regional Investigative Department of the Investigative Committee of Armenia has completed the preliminary investigation into the criminal proceedings against four individuals involved in the mass disorders that occurred near the Gyumri Municipality administrative building on October 20, 2025. The charges include participation in mass disorders and interference with the lawful official activities of an official and the administration of justice.

The criminal proceedings against A.A., K.Gh., S.Gh., and A.M. have been sent to the supervising prosecutor with an indictment. The charges are as follows:

  • A.A. and K.Gh.: Charged under Article 441, Part 2, Point 4 of the Criminal Code (abuse of official or service powers or influence by an official, or exceeding powers), Article 46-452, Parts 2 and 3 (aiding and abetting interference with the lawful official or political activities of an official), and Article 327, Part 1 (participation in mass disorders).
  • S.Gh.: Charged under Article 46-452, Parts 2 and 3 (aiding and abetting interference with the lawful official or political activities of an official), and Article 327, Part 1 (participation in mass disorders).
  • A.M.: Charged under Article 441, Part 2, Point 4 (abuse of official or service powers or influence by an official, or exceeding powers), and Article 327, Part 1 (participation in mass disorders).

The Investigative Committee of Armenia reported that the preliminary investigation for these four individuals has concluded.
