Prosecutor Refers Mass Disorder Case of 13 Individuals in Gyumri to Court

Gyumri, June 3 – On June 2, 2026, the prosecutor officially referred to court the criminal case materials pertaining to 13 individuals involved in mass disorders in Gyumri. The incidents, which occurred on October 20, 2025, involved participation in mass unrest, acts of violence against Armenian Ministry of Internal Affairs police officers, and property damage in and around the Gyumri Municipality building.

Details of the Criminal Case

The prosecutor, on June 2, 2026, approved the indictment and sent the case to court. Public criminal prosecution was initiated against these 13 individuals on May 19, 2026, within the framework of a criminal proceeding examined by the Investigative Committee.

The charges against the individuals are as follows:

  • Four individuals were charged under Article 452, Part 3 (use of violence to obstruct the legal official activities of an official) and Article 327, Part 1 (participation in mass disorders threatening public safety, accompanied by violence and property damage) of the Criminal Code.
  • Eight individuals were charged under Article 46-327, Part 1 (abetment).
  • One individual was charged under Article 452, Part 2 (damaging property of an official to obstruct their legal official activities) and Article 46-327, Part 1.

These charges stem from the large-scale disturbances that took place at the Gyumri Municipality building and the adjacent square.

Previous Referrals and Ongoing Investigations

It is noteworthy that on January 21, 2026, the prosecutor had already referred to the competent court the criminal case materials concerning four individuals – Spartak Ghukasyan, Karapet Ghukasyan, Avetis Arakelyan, and Artyom Mkrtchyan – who were identified as the organizers and leaders of the aforementioned mass disorders and acts of violence against police officers.

The current referral marks a significant step in the legal process, bringing the remaining 13 individuals closer to trial for their alleged roles in the unrest. The authorities continue to emphasize their commitment to upholding law and order and ensuring that those responsible for such acts are held accountable.

This case highlights the ongoing efforts by the Armenian judicial system to address public order offenses and ensure the safety of both citizens and law enforcement personnel.
