Yerevan, March 5 – The Ministry of Territorial Administration and Infrastructure has presented a draft decision for public discussion, aiming to declare public interest in the area affected by the construction of the ‘Ajapnyak’ metro station within the Yerevan Metropolitan investment program. This declaration is a crucial step towards initiating the construction phase of the new station.
Project Details and Scope
The planned metro line will extend from the ‘Barekamutyun’ metro station in the Arabkir administrative district to the intersection of Halabyan-Abelyan streets in the Ajapnyak administrative district. The construction of the new station in Ajapnyak will be carried out using both open and closed methods. According to the design documents, the total length of the metro line under construction will be 1500 meters, including additional station tunnels. The metro bridge will have a length of approximately 210 meters.
Timeline and Financial Implications
Construction is anticipated to commence in 2026. The project is expected to be fully completed within five years (57 months), or up to 81 months in the case of phased construction. In December 2021, a contract for design services was signed between the Yerevan Municipality and ‘Metrogiprorans’ JSC. Subsequently, ‘Metrogiprorans’ prepared and submitted the design documents for the ‘Ajapnyak’ station in three phases.
The project, classified as a high-risk category object, has successfully undergone simple and complex state examinations, as well as environmental impact assessments, receiving positive conclusions in accordance with current legislation. To proceed with the construction, it is necessary to declare public interest in the affected area and commence the process of alienating the land (properties) located within it, as prescribed by law.
Affected Properties and Compensation
According to the design documents, the area subject to public interest declaration for the station’s construction spans approximately 41,130.3 square meters, encompassing 31 identified properties. The primary objective of this regulation is to establish the public priority of the ‘Ajapnyak’ metro station construction over property and other proprietary rights in the affected area. This will provide the legal basis for carrying out property alienation processes, including property description protocols, appraisal reports, negotiations for compensation with owners and other rights holders, and the conclusion of alienation agreements.
The Republic of Armenia will be recognized as the acquirer of the alienated property, represented by the Mayor of Yerevan. The deadline for initiating the property alienation process is set for March 15, 2027. The adoption of this project may lead to changes in the state and Yerevan municipal budgets for 2026.
Estimated Costs
Based on preliminary design and estimate documents, the estimated cost for the land alienation program is 9.6 billion drams. However, a complete financial assessment will only be possible after the decision comes into force and property description and appraisal works are carried out in accordance with legal procedures.
