YEREVAN, December 23 – The Yerevan Council of Elders has officially approved a series of significant local fee exemptions for the renewal of construction permits within the capital. The decision, made on Tuesday, December 23, 2025, aims to streamline urban development processes and support the construction sector.
Reduced Fees for 2026 Construction Permit Renewals
According to the newly adopted decision, the local fee rate for each year of renewal of construction permits for new buildings and structures in Yerevan will see a substantial reduction. For renewals occurring in 2026, the fee will be decreased by 70%. This marks a slight adjustment from the 75% reduction that was in effect for 2025, indicating a continued commitment to incentivizing construction activities.
Additional Exemptions for Compliant Developers
An additional layer of exemption has been introduced to reward developers who maintain a clean record regarding urban planning regulations. Developers who have incurred no administrative penalties for violating these regulations will benefit from an even greater reduction. For this group, the local fee rate for each year of permit renewal will be reduced by an impressive 85%.
Special Provisions for Religious and High-Risk Projects
The Council of Elders has also established significant exemptions for specific types of construction projects. These include extensions of construction deadlines for religious and religious buildings, acknowledging their unique timelines and requirements. Furthermore, projects involving the issuance of construction permits for multi-apartment and multifunctional residential complexes, which are often classified as high-risk endeavors, will also benefit from these new exemption policies.
