Zakharova: Yerevan ‘Forgot’ Russian Investments in Armenian Railways
Yerevan, February 18 – Russian Foreign Ministry Spokesperson Maria Zakharova has criticized recent statements by Armenian Prime Minister Nikol Pashinyan regarding the concessionary management of Armenian Railways, suggesting Yerevan has ‘forgotten’ the substantial Russian investments made over two decades.
During her regular briefing, Zakharova addressed Pashinyan’s proposal to sell the concessionary management rights of Armenian Railways to a country friendly to both Yerevan and Moscow. Pashinyan had reportedly expressed concerns that Russian management of the railway negatively impacts its competitiveness, especially given strained relations between Russia and several other countries.
‘Strange and Unacceptable Statements’
Zakharova described Pashinyan’s statements as “strange and somewhat unacceptable.” She emphasized that Armenian Railways have been under the management of South Caucasian Railways for over 20 years, during which the Russian company has consistently fulfilled all agreement terms.
“Perhaps they have forgotten about it in Yerevan,” Zakharova remarked. “Russia has made significant investments in infrastructure and rolling stock, ensuring a large number of jobs, which, in my opinion, should also be taken into account by those who wish to raise this issue in Armenia. The Russian operator is a structure that does not deprive the republic of competitive advantages, but rather creates them.”
Russian Operator Creates Competitive Advantages
Zakharova reiterated that Russian operators do not strip Armenia of competitive advantages; on the contrary, they foster them. She also noted that Russia’s stance on the restoration of gas pipeline sections providing access to Azerbaijan and Turkey had been previously articulated by Deputy Prime Minister Alexei Overchuk.
Background of the Railway Concession
The South Caucasian Railway (SCR) is a subsidiary of Russian Railways, established in 2008 to manage Armenian Railways under a 30-year concession agreement. The agreement aimed to modernize and develop Armenia’s railway infrastructure, which was in significant disrepair after the collapse of the Soviet Union. Over the years, SCR has indeed invested heavily in upgrading tracks, rolling stock, and signaling systems, as well as providing employment and training for local staff.
