Armenian Government Outlines Investment Priorities for Yerevan and Gyumri

Government Consults on Investment Priorities for Yerevan and Gyumri

Yerevan, July 7, 2026 – A consultation chaired by Prime Minister Nikol Pashinyan took place today to discuss the Armenian Government’s investment priorities for the communities of Yerevan and Gyumri. The meeting focused on addressing urgent issues and outlining development plans for these two major cities.

The discussions centered on problems requiring immediate solutions in Yerevan and Gyumri, which are enshrined in the pre-election program of the ‘Civil Contract’ party and stem from the Prime Minister’s directives, requiring financial or institutional support from the Government.

Yerevan’s Investment Priorities

Before presenting the problems and proposed solutions, Prime Minister Pashinyan emphasized the need for more targeted government investments in Yerevan and Gyumri. He noted, “Even before the 2026 election campaign, we discussed this topic, but the course of the election campaign tours made it more evident that we need to make government investments in Yerevan and Gyumri more targeted and implement certain specific programs.” Pashinyan added that “this is primarily due to the fact that, due to the peculiarities of the governance processes in both Yerevan and Gyumri, a certain amount of time has been lost since 2018, and a certain activity is expected from the Government to compensate for that lost time.”

The Prime Minister instructed the Ministry of Territorial Administration and Infrastructure, in cooperation with the Yerevan City Hall and the Shirak regional administration, to work on identifying specific projects for more effective problem-solving in Yerevan and Gyumri.

Arnak Avetisyan, Deputy Minister of Territorial Administration and Infrastructure, presented the Government’s investment priority plan for Yerevan. Key areas highlighted include:

  • 24-hour water supply: Addressing the significant wear and tear of existing infrastructure, high water loss, and insufficient water supply. Investments are needed for new water sources and system modernization.
  • Road construction: An annual target of 50 km of road construction has been included in the Ministry’s 500 km road construction program. Planning for 2027 is underway for major repairs, with medium repairs planned for 2026.
  • Metro development: Programs for the development and modernization of the metro, including station construction, electric urban solutions, and mobility promotion, were approved at the 8th session of the Public Investment Committee.
  • Kond district modernization: Plans include the construction of pedestrian and automobile roads, engineering infrastructure, external lighting, landscaping, and improvement works. Project and reconstruction implementation processes are set to begin.

Other investment projects requiring priority solutions and funding include bridge reconstruction, drainage communication networks, elevator modernization, and construction of certain road junctions.

Gyumri’s Investment Priorities

Arnak Avetisyan also presented the investment priority plan for Gyumri. Key points include:

  • 24-hour water supply: Although 24-hour water supply exists, periodic interruptions occur during peak load days. A program to modernize the water supply systems is necessary.
  • Tourism cluster development: Approximately 6.6 billion drams have been invested in Gyumri through the “Local Economy and Infrastructure Development” program. An additional 16.5 million USD investment is planned through the “Armenia Tourism and Regional Infrastructure Program” for tourism cluster development. Proposed projects include the renovation of Victory Park, the central market, and the fountain on Manushyan Street.
  • Resolution of temporary housing (domik) issue: As of July 1, 2026, there are 2465 temporary houses in Gyumri. The Government has compensation obligations for approximately 596 families residing in these structures. Effective mechanisms for providing compensation and dismantling these structures are crucial for a final solution.
  • Ani and Austrian districts road renovation: Design work is currently underway for the complete renovation of 37 streets in these districts. Parallel improvements to courtyards, playgrounds, mini-football fields, and lighting networks are also proposed.
  • Road construction: Gyumri’s annual 25 km road construction is part of the Ministry’s 500 km program. Approximately 70 km of Gyumri’s 180 km roads have been renovated, with about 110 km remaining in poor condition.
  • Dilapidated buildings: Several dilapidated buildings exist, requiring differentiated approaches, especially for those with historical and cultural significance.
  • Alec Manukyan Street bridge: The repair of this bridge, connecting two busy parts of the city with heavy traffic, is proposed alongside the 25 km road construction.
  • Gyumri bus station: The issue of constructing a new bus station was also discussed.

In response to the raised issues and proposed solutions, the Prime Minister emphasized that all presented programs must be implemented according to procedures, but it is necessary to urgently focus on problems requiring priority solutions.
