Armenian Investigative Committee and Chinese Public Security Ministry Sign Memorandum of Understanding
Yerevan, September 12 – A significant Memorandum of Understanding (MoU) was officially signed on September 10, 2026, in Lianyungang, China, between the Investigative Committee of the Republic of Armenia and the Ministry of Public Security of the People’s Republic of China. This agreement marks a new chapter in the collaborative efforts between the two nations’ law enforcement agencies.
The agreement to sign this document was initially reached a year prior, during an official visit by the Chairman of the RA Investigative Committee, Artur Poghosyan, to the People’s Republic of China. During this visit, Chairman Poghosyan held a crucial meeting with Wang Xiaohong, the Minister of Public Security.
Expanding Legal Cooperation and Mutual Assistance
The primary objective of this MoU is to significantly expand legal cooperation in the fight against transnational organized crime. Both parties are committed to providing mutual assistance in verifying information received regarding criminal activities and during the investigation of criminal proceedings. This includes the exchange of expertise and information on methodologies for investigating serious transnational organized crimes, particularly those related to terrorism, economic offenses, and crimes committed using information and communication technologies.
The document also aims to enhance the professional capabilities of their respective personnel. This will be achieved through joint educational programs, training sessions, mutual visits, and staff exchanges within each other’s research and educational institutions. Regular expert consultations and scientific-practical events will be conducted to address issues of mutual interest, fostering a deeper understanding and shared best practices.
High Praise for Dynamic Partnership
At the conclusion of the official visit, the Chairman of the RA Investigative Committee and the Minister of Public Security of the People’s Republic of China lauded the dynamic nature of the established partnership. They expressed confidence that the practical implementation of the MoU’s provisions would elevate the effectiveness of cooperation between the law enforcement agencies of both countries to a new qualitative level.
This memorandum is expected to strengthen the legal frameworks and operational capabilities of both Armenia and China in tackling complex criminal challenges, thereby contributing to regional and global security.
