Armenia to Build Two Green Customs and Logistics Centers in Yerevan and Syunik
Yerevan, September 22 – The State Revenue Committee (SRC) of Armenia is implementing a project for the construction of two new customs and logistics centers in Yerevan and Syunik. These modern facilities are designed to meet international green building standards and will pursue Leadership in Energy and Environmental Design (LEED) certification.
The initiative aims to create energy-efficient and environmentally responsible customs and logistics infrastructures, aligning with global best practices in sustainable construction. The total cost for both projects is estimated at approximately 57 million euros, with 49 million euros secured through loans from the European Bank for Reconstruction and Development (EBRD) and 8 million euros from grants.
International Expertise for Green Certification
To ensure the successful implementation of these ambitious goals, the SRC has engaged a specialized international consultant: the joint venture of CES Clean Energy Solutions GesmbH and iC consulenten LLC. This consultancy will provide technical assistance throughout the LEED green building certification process, ensuring that the projects meet stringent environmental criteria.
Under the agreement, the consultant will be involved from inception to completion, ensuring the consistent application of LEED requirements. Their scope of work includes evaluating and, if necessary, refining design solutions to optimize energy efficiency, water resource management, the use of renewable energy, natural lighting, and indoor environmental quality. Furthermore, the consultants will focus on the efficient use of construction materials and resources, waste management, and minimizing environmental impact.
The customs and logistics centers in Yerevan and Syunik are targeting at least a LEED Silver certification, or higher, underscoring Armenia’s commitment to sustainable development. The consultant will also assist in aligning design and construction solutions with LEED standards and preparing all necessary documentation for the certification process.
Project Details and Funding
The Armenian government approved the grant agreements with the EBRD for the construction of these centers on July 30, 2026. The Yerevan center, with an estimated cost of 45 million euros, will receive up to 39 million euros in EBRD loans and up to 6 million euros in EU grants. This facility will be constructed in the village of Proshyan, Kotayk region.
The Syunik center is valued at 12 million euros, comprising a 10 million euro EBRD loan and a 2 million euro grant. It will be located near the village of Shaki, approximately 7 km from Sisian.
Both facilities will incorporate a ‘green’ construction approach with ecological certification. The projects also include the digitalization of procedures, implementation of a ‘single window’ principle for services, technical supervision, and advisory support.
The SRC emphasized that these new infrastructures will not only modernize customs and logistics operations but also set a precedent for environmentally conscious development in Armenia, contributing to the country’s broader sustainability agenda.
