Yerevan, April 22 – The Administrative Court has ruled in favor of the Yerevan City Prosecutor’s Office, satisfying its claim to invalidate the state registration of ownership rights for a land plot located at Baghramyan Avenue 21/6. The plot, measuring 0.01884 hectares, was registered in the name of a private individual on June 27, 2013.
Prosecutor’s Office Initiated Legal Action in 2023
The Yerevan City Prosecutor’s Office initially filed a lawsuit with the Administrative Court on October 6, 2023, against the Cadastre Committee. The suit sought to declare invalid the state registration of rights for the aforementioned land plot. According to the Prosecutor General’s Office of the Republic of Armenia, the legal action aimed at protecting state interests.
Change in Claim Type During Proceedings
Following a suggestion from the Court regarding a change in the type of claim, the Prosecutor’s Office submitted a recognition claim on February 20, 2025. This revised claim requested that the intervening administrative act, which no longer held legal force, be recognized as unlawful.
Administrative Court’s Decision
The Administrative Court, in its decision dated March 23, 2026, upheld the claim brought by the Yerevan City Prosecutor’s Office. As a result, the state registration of the individual’s ownership rights over the land plot has been declared unlawful. This ruling effectively reverses the 2013 registration, returning the land to its rightful status under state ownership.
