EU Partnership Mission in Armenia Commences with Expert Roundtable in Yerevan

Yerevan, July 17, 2026 – The European Union Partnership Mission in Armenia (EUPM Armenia) officially marked its launch with an expert roundtable event held in Yerevan on July 13. The event was co-organised with the Ministry of Foreign Affairs of the Republic of Armenia and coincided with the adoption of the EU decision to launch EUPM Armenia.

The mission is designed to bolster Armenia’s capabilities in confronting hybrid challenges, which encompass a range of modern threats. These include cyber threats, instances of foreign information manipulation and interference (FIMI), and illicit financial flows. EUPM Armenia will provide strategic advice, technical expert support, and institutional capacity building to assist Armenian institutions in countering such threats effectively.

Key Figures at the Launch Event

The roundtable event in Yerevan was co-chaired by Stefano Tomat, EU Civilian Operations Commander, and Vahan Kostanyan, Deputy Minister of Foreign Affairs of the Republic of Armenia. They were joined by Vasilis Maragos, Ambassador of the European Union to Armenia, and Cosmin Dinescu, Head of EUPM Armenia.

The discussion brought together a diverse group of participants, including representatives from civil society, academic circles, and public policy experts. This gathering provided a crucial platform for exchanging ideas on strengthening Armenia’s resilience against evolving threats such as cyber threats, FIMI, and illicit financial flows.

EUPM Armenia: A Civilian Advisory Mission

The European Union Partnership Mission in Armenia (EUPM Armenia) operates as a civilian advisory mission under the Common Security and Defence Policy (CSDP). Its establishment was at the request of the Government of the Republic of Armenia. The mission was formally established on April 21, 2026, and commenced its operations on July 13, 2026.

The mission’s mandate underscores the EU’s commitment to supporting stability and security in the Eastern Partnership region. By focusing on capacity building and expert advice, EUPM Armenia aims to enhance Armenia’s ability to identify, prevent, and respond to complex security challenges, thereby contributing to broader regional stability.

Future Outlook and Related Initiatives

The launch of EUPM Armenia is part of a broader framework of EU initiatives in the region. Related developments include the EU’s decision to deploy a mission to combat hybrid threats in Armenia, the donation of a modern demining machine to Armenia by the EU, and the launch of a new phase of the EU4Dialogue program in Armenia. These actions collectively highlight the EU’s ongoing engagement and support for Armenia’s development and security.

The mission’s focus on hybrid threats reflects a growing recognition of the multifaceted nature of contemporary security challenges. By addressing areas such as cybersecurity and information integrity, EUPM Armenia seeks to equip Armenia with the necessary tools and expertise to navigate a complex geopolitical landscape.

Further details on the mission’s activities and progress are expected to be released as its operations continue. The collaborative approach, involving both governmental and non-governmental stakeholders, is anticipated to foster a comprehensive and effective response to the identified threats.
