YEREVAN, August 5 – The “Multi Wellness Center” has filed a lawsuit against the Yerevan City Hall, contesting the city’s decision to unilaterally terminate its construction rights agreement and seize its property. The lawsuit, filed on August 5, 2026, aims to invalidate the city’s actions and restore the center’s ownership rights.
Background of the Dispute
The legal battle stems from the Yerevan City Hall’s decision to terminate a construction rights agreement with “Multi Group Concern” LLC, signed on October 10, 2016. This termination led to the transfer of the “Multi Wellness Center” property at 11 Alex Manukyan Street, Yerevan, to the ownership of the Yerevan community. The center, previously owned by Gagik Tsarukyan, a prominent figure, had its operations paralyzed following criminal proceedings against him.
Unilateral Termination and Seizure
According to Arman Piroyan, Director of “Multi Wellness Center,” the City Hall sent a notice of unilateral contract termination, followed by searches and sealing of the center’s doors by law enforcement on July 6. Days later, it was announced that “Multi Wellness Center” had come under the management of Yerevan City Hall. The city then decided to operate the property itself, rebranding it as “Yerevan Wellness Center.”
Piroyan described these actions as “absolutely illegal.” He stated that the entire movable property of the complex, including sports equipment, furniture, ventilation and cooling systems, computer equipment, washing machines, kitchen utensils, and televisions, belongs to “Multi Wellness Center” LLC and was not removed from the complex’s territory. “We declare that the Yerevan City Hall illegally seized all the movable property of the ‘Multi Wellness Center,’ appropriated that property, and handed it over for free use to the ‘Yerevan Wellness Center’ organization it created,” Piroyan asserted.
Legal Proceedings Underway
The lawsuit demands the invalidation of the Yerevan Mayor’s decision dated August 8, 2026, regarding the termination of the construction rights agreement. Furthermore, the company seeks to invalidate the state registrations made by the Cadastre Committee of the Republic of Armenia on July 14, 2026, which terminated the construction rights of “Multi Wellness Center” LLC and registered ownership rights to the Yerevan community. The center requests the restoration of its construction rights registration.
The case has been assigned to Judge Arshak Petrosyan of the Civil Court of General Jurisdiction of Yerevan.
City Hall’s Stance
Earlier, in response to an inquiry from “Pastinfo,” the City Hall admitted that it does not own the property but holds it in trust, and therefore does not have the right to use it. According to “Pastinfo” sources, as of July 31, there was no written permission from the investigator to manage someone else’s property.

The legal action follows a series of events, including allegations of a new scandal where Yerevan City Hall created “Yerevan Wellness Center” to operate the seized property. Despite public promises by Tigran Avinyan, then-Deputy Mayor, the City Hall reportedly had no clear plan for restarting “Multi Wellness Center.” The contract termination was reportedly due to a 16 million dram debt.
